CLARITY Act gains momentum as White House supports new crypto ethics rules

The United States could be one step closer to passing one of its most important cryptocurrency bills after the White House backed a revised package of ethics provisions tied to the CLARITY Act. The updated proposal is designed to address concerns about conflicts of interest among public officials while helping the legislation gain broader support in the Senate.

The revised ethics package emerged from discussions between the White House and Senate Republicans as they worked to build broader support for the legislation. While the changes do not guarantee the bill’s passage, they are intended to address concerns raised by lawmakers who argued that stronger ethical standards should accompany any major overhaul of the country’s cryptocurrency regulations.

The CLARITY Act is one of the most closely watched pieces of crypto legislation in the United States. The bill seeks to establish clear rules for how digital assets should be regulated, ending years of uncertainty that have left many crypto businesses operating without a consistent legal framework.

One of the biggest goals of the legislation is to clearly define the responsibilities of the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). For years, the two regulators have taken different positions on how cryptocurrencies should be classified, creating confusion for exchanges, blockchain companies, investors and developers.

Supporters of the CLARITY Act believe the legislation would provide businesses with greater certainty, encourage innovation and make it easier for companies to build and expand within the United States. They also argue that clearer regulations would strengthen investor protection by establishing well-defined rules for the industry.

The latest ethics proposal focuses on preventing public officials from using their positions for personal financial gain through digital assets. Under the proposal, senior executive branch officials, members of Congress and their immediate family members would face new restrictions on issuing, sponsoring or promoting cryptocurrencies and other digital assets while serving in office.

The proposal also introduces stronger financial disclosure requirements and additional conflict-of-interest measures. Supporters say these safeguards are necessary to improve public trust and ensure that decisions affecting the cryptocurrency industry are made in the public interest rather than for personal benefit.

The ethics provisions became a major topic during negotiations after several lawmakers argued that the original bill did not go far enough in addressing potential conflicts of interest. The issue gained even more attention as concerns grew over the increasing involvement of public figures in cryptocurrency-related businesses and investments.

Although the White House’s support represents an important step for the legislation, the bill still faces challenges in the Senate. Some Democratic lawmakers have welcomed the revised ethics provisions but continue to argue that stronger safeguards are needed before they can support the legislation. Others have raised broader concerns about consumer protection, market oversight and financial stability.

To become law, the CLARITY Act must receive enough support to pass the Senate before it can be sent to the president for final approval. Because major legislation often requires bipartisan backing, supporters will need to win support from lawmakers on both sides of the aisle.

The outcome of the bill is being closely watched across the digital asset industry. Crypto exchanges, blockchain developers, investment firms and fintech companies have long called for clearer regulations, arguing that uncertainty has slowed innovation and encouraged some businesses to expand into countries with more established crypto frameworks.

If approved, the CLARITY Act would become one of the most significant cryptocurrency laws in U.S. history. While negotiations are expected to continue, the White House’s backing of the revised ethics proposal suggests lawmakers are making progress toward finding common ground on legislation that could reshape the future of digital asset regulation in the world’s largest economy.
